    The greater Middle East remains a troubled region, in the early stages of a difficult yet essential transition. The United States will need to use all means — military, diplomatic, intelligence, and economic leverage — to make a difference. Our policy must encourage cooperation with Europe, Russia, Japan, the U.N., the local governments, and the Middle Eastern people themselves.

    Richard Haass is the President of the Council on Foreign Relations. He formerly served as director of policy planning for the Department of State, where he was a principal adviser to Secretary of State Colin Powell. Confirmed by the U.S. Senate to hold the rank of ambassador, Dr. Haass also served as U.S. coordinator for policy toward the future of Afghanistan and U.S. envoy to the Northern Ireland peace process. For his efforts, he received the State Department’s Distinguished Honor Award. Dr. Haass is the author or editor of eleven books on American foreign policy.

    His most recent book, War of Necessity/War of Choice, will be available at the program.
