    The Emancipation Proclamation: Myths and Realities

    By January 1, 1863 when Lincoln issued the document, the federal government had been freeing slaves for nearly a year and a half. By early 1864, Republican policy makers realized that the Proclamation was not enough to secure the complete destruction of slavery. The question remains: What did the Emancipation Proclamation actually do?

    Dr. James Oakes is professor of history at the Graduate Center of the City University of New York.

    Parking is available in our 6-story garage located on Caroline, just south of Hermann Drive. Parking is just $5 for museum patrons and $7 for all others. In addition, some curbside parking is available near the Museum entrance and in Hermann Park.
